Rules

Official rules and regulations for the Top Shelf Breeders Incentive Program.

Foal / Offspring Eligibility

  • All offspring by enrolled Stallions and Mares are immediately eligible to compete for TSB incentive purses.
  • Must meet entry requirements for the TSB Futurity, Derby, 4D, or PRCA rodeo events.
  • Foal enrollment is a one-time payment for the life of the horse.

Enrollment Fee Schedule

  • $250 by March 1 of the foal's yearling year.
  • $600 late fee by March 1 of the 2-year-old year.
  • $2,000 late fee by March 1 of the 3-year-old year.
  • $4,000 late fee by March 1 of the 4-year-old year.
  • $6,000 late fee by March 1 of the 5-year-old year and beyond.

All nominations must be completed prior to competition at a TSB Sidepot event.

Black Label Stallions

  • $3,000 annual enrollment for stallions not participating in the TSB Auction.
  • Any stallion of any registration and breed is eligible.
  • Deadline for annual enrollment is April 1.
  • First 50 stallions enrolled at a discounted rate.

Black Label Mares

  • $2,000 annual enrollment for mares not participating in the TSB Auction.
  • Any mare of any registration and breed is eligible.
  • Deadline for annual enrollment is April 1.
  • First 50 mares enrolled at a discounted introductory rate.

Sidepot Payout Structure

  • 20% paid to the enrolled Stallion or Mare owner.
  • 10% paid to the Breeder.
  • 70% paid to the Horse Owner at time of the event.
  • Checks are mailed the first Monday of each month for the prior month (W-9 must be on file).

Stallion Auction Rules

  • All bids are held confidential. Payment required immediately following the auction.
  • Winning bidders must contact the Stallion Owner for a breeding contract.
  • Stallion chute fees, farm fees, embryo fees, and vet fees are not included in the bid.
  • Bidding starts at half the stallion fee or $500 — whichever is higher.
  • Stallions removed from the program may only return under new ownership.
  • If the annual guarantee is not received by April 30, the stallion is dropped from the program.

Embryo Auction Rules

  • Auction runs September 1 through September 25 annually.
  • Payment required immediately following the auction close.
  • Winning bidders must contact the embryo owner for pickup or transport.
  • Transport, recip, embryo, and vet fees are not included in the bid.
  • Bidding starts at half the embryo price or $3,000 — whichever is greater.

Incentive Fund Usage

  • Added money at TSB Sidepots: divisional barrel races and PRCA rodeos.
  • Annual TSB Championship event payout.
  • Operational costs and marketing.

Change of Ownership

  • A Change of Ownership Form must be completed to transfer nomination eligibility.
  • Registration papers and a W-9 from the new owner must be uploaded with the request.
